In TW the red rings meant that enemies have to go around it and anything inside it during an engament such as an Allied or another Enemy army would be involved the actual battle. An aura around each division like the red circle around Armies in Total War. Like how would you even form a frontline if HOI5 isn't provincial based? I think it would have to be unit-based. I admit I don't know how this would be implemented in the game. A dynamic frontline would mean parts of Stalingrad either belong to the Germans and Soviets.
